Liscensed anime works different than what you are thinking. Dragonball Z, for example, was first liscensed by Pioneer, which only got the episodes for up to a certain point in the Namek saga.
Funimation picked up everything from that point on and began releasing the rest of it in uncut format. Funimation had to wait though until Pioneer's rights expired before they could get the first episodes of the series and release them uncut, as they are still in the process of doing.
Sailor Moon was originally done by Dic, ADV also had to wait for those rights to expire before releasing Sailor Moon uncut.
So it's not as simple as 4Kids just waltzing around and taking whatever they please. And companies like Bandai and ADV are not remotely stupid enough to subliscense anything to 4Kids.
But even if that happened, who cares? We still have our uncut versions avaliable.
