In my opinion,
Heaven's Not Enough is about the fact that the Paradise they're all seeking isn't as perfect as they think. For example, according to the latter parts of the series, Blue won't make it to Paradise, and neither will Hubb, Cher, or Quent, since only wolves are allowed in. (I know Blue's a wolf, but she's not pure blood.) Also, I think some of the song is referring to the journey to Paradise, and how it's a long and weary road that they must travel to reach it. So, I suppose I don't think it's from any specific character's point of view. That's just my opinion. (
