edit: I've never watched kenshin in Nihongo, but is he actually saying "No Da!" at the end of each sentence? Kind of like Chichiri from FY? That would roughly equate to the english expression, "You know?" It's dialectical, I think.

he doesn't say no da, but he says something similar to (scrapes memory) gazario? or something that is supposedly a more old fashioned way of speaking. they always translate it as "that it is" or "that you are" or whatever....

'no da' is legal, sort of throwing the whole sentence around as one big noun phrase, like,

Hi ga aru. "There's a fire"
Hi ga aru n(o) da. "The fact that there is a fire, exists."

You usually see it either dialectically or more in polite speech (as "n(o) desu"), like

Boku wa mizu ga hoshii n desu ga. "I'd like some water [please]"

comes out more polite than

Boku wa mizu ga hoshii desu. "I'd like some water"

or, not being a native speaker, "so I am told"

Its probably just a speech thing. Like 'ano', 'ara', or 'eeto'. Like the english equivalent of "uh".

Just a guess though.

Oh, 'de gozaru' .. okay. It's an antiquated/affected form of 'to be' which persists today as 'gozaimasu' (which is the polite form and about the only common way it is still used).
