Sound-scheme programs?

Are there any programs out there that can aid a user in creating a sound-scheme for windows and make a simple installer file for distributing across the internet?

When I need to look for a specialty app, I usually go to Sourceforge.net, Tucows.com and cnet.com. If I can't find them there, I give up for a few months.

I've never heard of an app like you mention, but I wouldn't be surprised if it existed.
