One thing I like about anime is the villains. Anime seems to enjoy tormenting their heroes with some crafty ones. So who are the best at villainy? My picks:
Naraku (Inuyasha)
Genoza Maximillion (Silent Mobius)
Alan Gabriel (Big O)
Vicious (Cowboy Bebop)
Sensui (Yu Yu Hakusho)
Mistress 9 (Sailor Moon S)
Schwarzvald (Big O)

He isn't nessasaraly a "villian" but Saito from R-Kenshin is cool.

ack, the best Villan is Count Olof from A Series of UNfortunate Events...

ohhh, anime!

the best villan in a video game is ff6's Kefka

but the best anime villan ever would have to be Greed from Full Metal Alchemist... or not, lemme get back to you

Aion from Chrno Crusade. I have never actually hated an anime character so much.

As for a villian who I'm almost hoping wins... there are a bunch of those. Being a fangirl, I usually cheer for the bishie bad guys ^^;; I can't think of any right now, but sometimes I just wait for the "bad guy" to show up because tension in a show is always a good thing. Without villians, shows would get so boring. Lets's see.... Oh! Legato from Trigun. I love any part of the manga he is in. *__* I should probably feel bad when he makes all the bandits kill each other, but I don't.

I would have to vote for the Jackal from Get Backers. He always seems to have a pleasant smile on his face, despite being completely ruthless. Ashrum from the Record of Lodoss War is also a good character.

As for video games, both Kefka and Sephiroth make excellent villains, but Sephiroth is my personal favorite.

You mean, the bad guys that make you want to see them punished?
Gargoyle from Nadia.
Nakago from Fushigi Yuugi (I didn't buy the sympathetic stuff they threw in. He was evil).
Same for Ashram in Lodoss Wars: Chronicles of the Heroic Knight. He reminded me of one of the German generals in WWII, staying with his leader when times were good, turning on him when they turned bad.

Manga-wise, it's hard to beat the sheer sadistic evil of Goldie from Gunsmith Cats (Radinov from the anime was a total wuss in comparison). Grey wasn't bad either, but Goldie is the all-time evil villain

Other villains I tend to like. In Princess Mononoke, I was pretty much siding with Lady Eboshi by the end of the movie. In Gundam Wing, the so-called heroes were so vile in their actions early on, I had pretty much started to bond with Lady Une and it was hard to think of her as a villain until the 2nd disc.

Takeda Kanryu from Rurouni Kenshin. He was just such a pathetic lifeform it was refreshing to see him get the sakabatou facial. ^_^

And the bit at the end of Vol. 4 (manga) was great.

When Kanryu tries to implicate Megumi as his accomplice...

Kenshin: ::with hands over Megumi's mouth:: This young lady was the protege of a great doctor, which is why she was coerced into making the opium.
Kanryu: WHAT!? Don't lie, Battousai! She's...
Kenshin: ::deathglare:: YOU BE QUIET.
Kanryu: ::quite scared:: eee...

Further proof that NO-one crosses Kenshin and gets away with it...

Legato and Knives are both amazing characters, and they both kind of intrigue me. I don't really understand where Legato's evil comes from, nor why people follow what Knives wants, but really, it's beside the point for me, because they just are tremendous villians. Right up there with Vicious.

My choice would be Vegeta from DBZ when he used to be a bad guy. Vegeta was the man!

There are a few others but I Vegeta really stands out. I know, kind of lame but I'm a old school DBZ fan. :P

Count Cagliostro from "The Castle of Cagliostro". He wasn't particularly complex, but he was particularly cold-hearted and sadistic and he was definetely trying to marry an under-age princess. Sicko.

Takeda Kanryu from Kenshin. He's evil and vile, but he's pathetic to boot. Have you ever seen a greater squirming worm.

Lord Marilupa (from the manga "Nausicaa of the Valley of the Wind"). He's a cruel religious loony who justifies his cruel means and does very bad things against his own people to win a war.

I know its not anime but the greatest villian of all time from anywhere is:

Even an anine nut like me cannot find a villian in anime that can touch Vader ;)

I can't believe no one's mentioned Khyron from Macross! (His name was Quamzim im the Japanese version) He was so cool. He proved that villains could be evil AND funny.

Ooh, Legato Bluesummers (Trigun), Millions Knives (Trigun) and Vicious (Cowboy Bebop). And one more: Brilliant Dynamites Neon from Trigun. Vash only really won their duel on a technicality and he upheld his deal anyway. I like his hair, heh heh. And I've always felt that Mr. Neon needed was biiiiiiiiiiiiig hug. ^^

My vote for best would have to go to Maestro Delphine from Last Exile. She is one evil woman. Also the seven deadly sins from Fullmetal Alchemist, especially Gluttony, because he's so gross.

I don't know if he's considered a villian or not, but I think Kaworu from Evangelion is awesome - very mysterious and intriguing, though I wouldn't consider him one of the most evil anime villians of all time..

I don't count Katsumi in Silent Mobius as a villain. It's clear that when she's doing the bad stuff, she's not willingly doing it. To me, a villainhas to actually decide to be evil. Even if they're deluded, like Sensui.
