Sorry, Gypsy.

I can't think of any other Anime or Manga racial minority figures. I think Sailor Pluto's given dark skin in the Sailor Moon mangas. And Ah! My Goddess!'s Urd has a darker skin tone than her sisters.

EDIT: WAIT! In Vampire Hunter D: Bloodlust one of the hunters is black. Or just has really dark skin, not sure. And then there's Cyborg from Teen Titans and Storm from X-Men. Unless those don't count...

In the beginning of Nadia, when Nadia doesn't know where she's from, there was suggestion that she should look for her home in Africa because of her dark skin. She does have darker skin than most of the cast (oh, and the crew of the ship in Nadia makes a point in representing many nationalities as well).

What about the Street Fighter anime?

And Storm might actually count, AsterlonKnight. There was an X-men manga, but I don't know if it was ever translated, and I'm sure that Storm was in it. So she's an official anime-style character somewhere along the line. ;)
