Uh, no. If I'm remembering things right, Americans were making animated films before Japan was. Japan liked our animation (decades ago, when not many others were doing it) and then did their own thing with the medium. It just so happens that what Japan does with its cartoons these days is radically different from what America typically does with its cartoons in structure and art. It doesn't mean that an American animated show is Japanese just because it's got a planned beginning, middle and end. Otherwise, you could consider Invader ZIM and Sym-Bionic Titan as anime too.
An American cartoon having an art style with large eyes doesn't make it Japanese, either. Otherwise, every Disney Princess film could be considered anime, since everybody has large eyes.
