I don't actually find monsters to be creepy- but people who torture creep me out like nothing else! There's something about people who can willingly (and gruesomely) inflict pain and injury on others that horrifies me to no end.

Also, if the monster is first introduced as kind-but-creepy and then reveals itself to be murderous (think Psycho), that's definitely very creepy. XD Also, I think there's an element of how much you know about the monster. If you don't know what it looks like, where it is, or what it can do to you, then it's a lot scarier than if it's a rotting zombie who will eat your brains if it can catch up with you. XD
