After a disaster, a town has been decimated. The flood waters have receded, and now the residents must rebuild. The only contact with the outside world is the weekly supply caravan of trucks that provide emergency food (MRE's of course), medicine, and water. That's right--no internet!
They can also provide you with people to help you rebuild if you need it (like if the disaster made your roof fly off). There are also, mediacal personnel, but it's limited. You can play either a resident of the town (this includes stranded tourists who may have been visiting before the disaster hit) or one of the people bringing supplies. After three week's time, I will have electricity and gas come back "online", but you will still have to rebuild.
