Yes, it is a sequel to Manos:The Hands of Fate. The girl who played the daughter Debbie in the first movie gave her blessing and will be in it as a wife, easily spotted in the trailer.

Does it look bad? Oh yes. (If you click the link, 'ware the O'Reily impression at the very end of the trailer).

I'm skeptical of this.

The original is charming because you could tell the director was honestly trying his best to make a good movie, he just wasn't very good at it. The only way to go with this sequel would be to try and play it straight (which wouldn't work well, I don't think, given the original) or to purposely try and make it cheesy...which, I also don't think would work well.

When you're self-aware and trying to be all "Ha ha this is a parody, it's bad on purpose," I think it tends to turn out to be the wrong kind of bad. It's really very hard to try and make a purposely bad movie that is beloved like Manos, or Plan 9, mainly because again, the people who made the originals weren't purposely trying to make it bad.

There are exceptions, of course. The most prominent being Evil Dead II which was of course a purposely bad remake of Evil Dead (which was a pretty bad movie in its own right) and it worked brilliantly. So, I'm not saying this will definitely suck. I'm just saying, I'm a bit cautious about it.

No. Just... no.

...okay, I have to admit, seeing "The Master" doing that goofy dance WAS pretty funny... but not for any of the reasons that would make me interested in a whole movie.
