I read a thing on Wiki about Time drake's Robin, and they said he was the one in Teen Titans.

The Teen Titans in the comic books have had both Tim and Dick as members. Dick was a founding member of the Titans. Tim joined in the latest incarnation of the team.
If you speak of the cartoon, then it's never really said. The makers of the cartoon never intended any of the characters to have private lives away from the Titans - which is why they are also never out of costume.
That said, that Robin dresses and behaves more like Tim Drake than Dick Grayson but everything else about the show - his co-stars, the antagonists – Slade, HIVE, Fearsome 5, etc – all indicate he is Dick Grayson.

I think Nosyarg Kcid is enough canonical proof that cartoon!Robin is Dickie-poo.
And if Tim ever hit on Starfire, he'd totally get a major butt-whooping XD

Its Dick, The creators left just enough hints to make that clear.
In One episode Raven is going through Robin's mind and see him as a child in a circus. But I agree that he acts more like Tim.

That, and, as someone has already pointed out, in the episode where Starfire time travels to the future, Robin has become Nightwing. Nightwing = Dick Grayson.
