Mine are:

On Japanese dubs, there are only a few directors I know:

Hideki Anno (Evangelion, His and Her Circumstances)

Rintaro (Metropolis)

Hiyao Miyazaki (Totoro, Spirited Away, My Neighbors the Yamadas)

Shinichi Watanabe (Nerima Daikon Brothers)

As far as English Dubs go:
Christopher Ayres (Nerima Daikon Brothers)

Jeff Nimoy (Digimon: Digital Monsters)

Amanda Winn Lee (End of Evangelion, Death and Rebirth Evangelion)

Matt Greenfield (Evangelion)

Actually, Jeff and Leonard are second cousins. I'm assuming Wikipedia is accurate in the matter.

Anime: Hayao Miyazaki, Katsuhiro Otomo, and Rintaro. I've seen some of Satoshi Kon, but not enough to really gauge an opinion.
American: John Lassetter and Walt Disney.

Junichi Sato and Makoto Shinkai (though I've only seen one of his movies XD).

As for American animation, probably Don Bluth. His movies always rocked.
