Probably. But they don't end up together anyway, Sakura ends up with Li, and Tomoyo is very happy for them. Tomoyo's a rare kind of person, it's stated in the manga she's happy as long as the person she loves is happy. So she isn't jealous of Li, or bitter, she honestly feels happy that Sakura has found someone she loves.

It's one-sidedness is what keeps me from putting it in my list, but what Tomoyo has for Sakura is love in all possible definitions of the word. She displays great affection, care, passion, and kindness for Sakura and wishes only to see Sakura happy, regardless of whom she is most happy with. Regardless of if they are both girls (not that I really think it has anything to do with love), Tomoyo's love for Sakura is beautiful.
