Meh, by this time I've heard half a dozen explanations for the origin and purpose of ninjas, so I'm taking all theories on this with a grain of salt. Not to mention that ninjas have been heavily romanticized in popular culture and media. Ninjas were commonly used by the government, though, and were seen as more expendable than Samurai (lower nobility, roughly the Japanese equivolent of knights).
