Cosplay Help?

Well, an interesting connundrum came up today while talking to one of my friends. She LOVES anime, really wants to cosplay, but is religiously conservative. So that means no skirts shorter than the knee (and a little longer, at that matter), no pants/jeans, and keeping fairly covered.
She was talking about cosplaying as a One Piece character, until I reminded her that it's One Piece, with skimpy clothing and short skirts or pants. So that was a no-go. So I started thinking of characters she could cosplay as and think I have come up with a fairly comprehensive list:
Juliet from Romeo x Julet
Emma from Victorian Romance Emma
Holo from Spice and Wolf (the pants are under the long-ish skirt, so that's okay)
Fate from Fate/Stay Night (the battle version of her costume)
One of the dolls from Rozen Maiden (there are at least two to choose from)
A dress uniform from Ouran
A dress from Gankutsuou: The Count of Monte Cristo
and as a generic dress-up:
A lolita dress
a kimono
So my question is: Can anyone else think of something that I've perhaps missed or not thought of?

Well, maybe you could just extend a skirt if you need to, if it's a character with a slightly shorter skirt.
I'd add Zelda to the list. She has a fairly complicated dress as an adult but her child dress in OoT isn't quite as complicated, and it seems to fall into the guidelines:

Not every One Piece female has skimpy outfits.
Miss Merry Christmas and Miss Goldenweek have outfits that would fit her requirements.

@ Nate- Miss Goldenweek would- Miss Merry Xmas wears pants/leggins/whatever. But one out of two isn't too bad!

Oh, I missed the "no pants" part. That's weird but whatever. Anyway yeah Miss Golden Week I think is pretty much perfect if she wants to go for One Piece characters.

Nate I am dissapoint I thought you were against pants.
On a srs note I also find that odd.
There's quite a few that fit her requirements.
There's what's her face from Kenshin(her name escapes me).
Ran fan from FMA Brotherhood
Most Bleach women(with the shinigami yukata).
And of course Aria like ole blkmage mentioned.
Most gundam princesses(like Marina from Gundam 00)
And of course the women from Claymore(can't get more modest than plate armor yo).

Claymore is completely out as all the main women wear skintight pants and armor miniskirts. Ran Fan wears a shinobi type outfit with harem type pants as much as I ever saw, unless I missed something, so that's out too.
Adding:

Miranda in her very first outfit from D Grey Man
Lua, Chane and Miria from Baccano.

I don't see anything immodest about Aerith. The FF7 version I mean (which would be the last link). Shoulders are covered, skirt is long enough (she could button up the skirt without it making the cosplay inaccurate honestly).
The KH/CC versions of her wouldn't qualify though I'm sure (because of the bare shoulders, I mean I don't see what's wrong with that, but if she's conservative enough to not wear pants then I'd bet anything bare shoulders are out too).

Wow, I didn't expect all the great ideas that have come through! Thanks everyone! XD She'll be so hyped about all of it!
@ Nate- Yeah, bare shoulders are a no-no (she even sometimes hesitates about short sleeves, cap sleeves are out entirely). But the FF7 costume looks like it would be workable- and she loves Final Fantasy!

Sure! When she can decide
With all these choices, she's having such a hard time deciding! With any luck, by the time she's through moving, she'll have somehting in mind. Or more, since she's hoping for a few cons!

Or try anyone from Saiunkoku Monogatari. It's somewhat based of ancient China, and the robes are gorgeous.
