Why does Howl turn into a bird?

Because he's magical?
I didn't really get any sense from the movie that there was any clear reason for that particular transformation. In short, I think he turned into a bird because he could.

That would make sense, but sometimes he acted like he didn't want to. Like when he hid his feathered arm from Sophie.
