"Venus Wars" anime

This anime from 1989 is 104 minutes long, and science fiction, set, not surprisingly, on Venus.
It's about punk kids on one-wheeled motorcycles, a perky reporter, and a war they all get caught up in.
The hero, (named "Hiro")ends up fighting and also getting very disillusioned with his own government as well as the enemies.
It is an interesting movie, and it seems to leave room for a sequel (although it does tie things up pretty well).
Amazon.com says it's "Rated 13 and older: violence, profanity, alcohol use, risqué humor."
There were content issues. If anyone's interested, I'll post more about them later.
It was pretty good. Anyone see it?
Here's the link to the one I saw:

Edit: Here's the DVD link. http://www.amazon.com/exec/obidos/tg/de ... ance&s=dvd
Also, I forgot to mention that the villain, "Donner," looks a lot like Char without a mask. (I think so anyway, but I couldn't find any pictures of him online to prove it.)
Yoshikazu Yasuhiko was the director. I believe he had something to do with Gundam so it makes sense. (But this doesn't really seem like Gundam.)
