I'm looking at buying the following:
This seems like a bit too good of a deal. What I'm wanting is a LEGAL, complete, English Dubbed (i.e. you can hear them speaking in english), Edited for content like it aired on Toonami, DVD. Is this it?

Ding! Ding! Ding! We have a pirate!
Yea, you see where it says "region code: REGION FREE". Well region free=pirated.
That's one of the easy spotting points.
Another general guideline for ebay is "Anything that seems to good to be true is usually pirated."
Sorry to be the bearer of bad news.

Short answer.... It''s all how you look at it. It is english dubbed but not original. If you want the real thing (region one) ,your looking to spend $250+ not $40.

That's not necessarily true. With older series, you can often find sellers who are really just lookin' to get rid of the merchandise. For instance, I bought the first volume of Princess nine for 4.00, and it wasn't pirated.

Yeah but thats a once in a blue moon deal 95% of all anime merchandise on Ebay is pirated. Just about everything...OVA's, wallscrolls, soundtracks, posters, and other merchandise.

The auction has ended, but it may or may not be a pirate. What is certain is that this is not the official US release. I strongly advise against purchasing anime that has been released in the US from any source other then the legal license holder. So, I agree with everyone else here, but I would take issue with two statements made.
Region free does not necessarily mean it's a pirate. However, since we are talking about anime here, it's highly unlikely that an official US release will be anything but region 1, so Osaka isn't exactly wrong and has presented a good rule of thumb, but not necessarily an absolute.
I also challenge that 95% of the anime on eBay is pirated. There certainly are quite a few pirated titles available, but there's a ton of legitimate stuff there, too. Also, eBay is a great place to look for imports - stuff that is not available here in the states (especially OST's).

Actually, you can get the official boxset for as cheap as $125.00 on Amazon.com in the used section. It's quite easy to spot bootlegs there, and it's pretty safe there. (but what I'm talking about is the real deal)

While yes you're right Termyt region free does not neccesarily mean it is a bootleg but most of the time that's usually the case. The easiest way to tell is if it has that FX logo on the side, FX is very well known Hong Kong bootleg company. Also if the box art is strange looking and made cheaply. If an entire series comes in 3 or 4 discs thats also a very good sign. And lastly if the subtitles are in Mandarin that's practically a sure bet.
Type in Ghost in the Shell or Cowboy Bebop and shift through everything. It should be pretty obvious when almost every item is coming from Hong Kong.

That's good advice, Yojimbo. Looking for the FX logo is a great tip. The presence of Mandarin subtitles is also a good clue that it's not an official US release.
Now that's good stuff. Why didn't say that in the first place, you knucklehead!

FX, Anime Cartoon, Anime Studio, Anime Video etc. there is a good list with logo pictures here

Although i would like to note that for series like Flame of Recca which have never been licensed for American distribution are grey area wares with imperfect HK subs >.>
As to your linked anime it is again unfortunately a bootleg. but $150 is too much to be paying in my opinion. its $107 including shipping here ->

Yes, I would agree. I'd say you could probably get the whole series for 70.00 if you fish around on ebay long enough. It might not be in a box, but the episodes will all be there. Just stick it out a bit. There is light at the end of that pirated dvd tunnel.
