No, I think it's just that they put the series on 3 DVDs instead of 2 episodes per disc.

They're bootlegs man. If it's not officially licensed (Bandai, Manga, ADV, Mediablasters, etc) then it's a cheap Taiwanese/Hong Kong bootleg. All those cheap looking sets on Ebay in trifold boxes with FX and gold DVD logos and such on them are fake.
