Anime/Manga Age Ratings

Hey... I was just wondering why we have some anime/manga rated at 3+, 1+, 5+? I mean... is there REALLY going to be a difference in content that would disturb a 2-year-old but not a 3 or 5 year old? If someone just comes on this site looking for 'G' rated anime, they will put in 'Any' and 'down' most likely for all audiences. In which case they would miss all the reviews that are rated at toddler ages. It's kind of silly... I mean shouldn't the ones rated at 3-5 just be changed to 'any?'
