Issue with JavaScript and SSI... I think

I'm working on a site for my school's anime club and I've got this navigation bar that's acting weird. I wanted to use something that's a bit like a cascading navigation system such that mousing over a link causes subnavigation options to appear; the navbar is all located in a separate html file by SSI (which I've never used before) to make editing easier. Weirdly enough, mousing over has the correct result, but when I click the actual link, it doesn't go anywhere; I have to focus onto a link and press enter for it to go to the linked page, and I don't understand what's wrong.
I know there are folks here with quite some experience in web design, so I was hoping I could beg for some help, please. The site (totally prototype ATM) is at http://web.mit.edu/jtfu/Public/anime/info.shtml and the navigation bar is at http://web.mit.edu/jtfu/Public/anime/navTop.html. I've never seen this kind of behavior before and my co-webmaster is also baffled so any help would be appreciated!
