Help me on my website

I can't figure out how to put a backgound on my website without it moving with the rest. Can you help me?

This will fix the image in the View Port, but everything else will scroll.

no, it's the ... [spoiler]it's the face of Dr. Claw from Inspector Gadget. My avatar is a picture of his action-figure's face. Yes, Dr. Claw is an ugly old man.
