I do my penciling and inking by hand, then tones via photoshop.
Coloring in photoshop is pretty easy, you just need some simple knowledge of brushes, how to use the color pallete, and a little bit about layers. (usually I make a new layer for each color.)
Now, alot depends on what you want to do. I got a rather nice scanner for about 75$, but grafics programs can get rather pricey. If you want to use tones or colors, you have a couple options. You can order tones and apply them by hand (considering you want to use tones, you can get copic markers for color). These will at first be way cheaper than a digital art program, but in the long run you will save yourself a TON of money if you spend several hundred on a digital art program.
