COPS: Central Order of Police Specialists

Note: This RP is inspired by a cartoon from my youth. There is no knowledge of the cartoon necessary to play along.
Welcome to Empire City. A city that is in the grip of a criminal organization led by The Big Boss. He and his gang of criminals have the entire city under its thumb. The only thing standing in their way: the COPS, a GIJoe-like organization.
You will play as either a member of COPS, or a criminal within The Big Boss's gang. Both use codenames rather than real names.

COPS character 1: Bulletproof

Skill Set: SWAT and Riot Control
Personality: Very stoic and somewhat intimidating towards those who disobey laws
Physical Appearance: Remember the big black guy in The Matrix? Kinda looks like him.
Bio: Bulletproof is a cyborg with enhanced strength and stamina due to bionic impants. He gets his code name because his cybernetic parts can withstand most gunfire.
COPS character 2: Mainframe
Codename: Mainframe
Skill Set: Computers
Personality: Extremely dedicated to her job
Physical appearance: Blonde hair tied in a ponytail and a youthful appearance.
Bio: Mainframe graduated from the Empire City police academy with top honors and has just been assigned this job. She is eager to prove herself.

Code name: The Phantom
Skill Set: What is your specialty in law enforcement : Informant, espionage and theft
Physical appearance: A bit small for being 16, she has toffee colored skin, long, shocking white hair, and icy blue eyes.
Personality: On the surface she acts extremely optimistic, somewhat naive, and a bit of a ditz, but in reality, she is very smart and quick on her feet.
Bio: She grew up as the daughter of criminals that were pretty high up in The Big Boss's organization. She was trained by the best to be a thief and was given many gadgets to aid her. Even so, she was captured by COPS after seven years of thieving. After interviewing her, COPs realized that Phantom stole things because she simply didn't know better. She was raised with thinking that right was wrong, and wrong was right. They decided to give her a chance to redeem herself. Now Phantom is recruited as an informant. However, some aren't very ready to trust her just yet, one reason being that Phantom still can't help swiping certain items occasionally.
