Well, I'm creating a Lord of the Rings/Bleach/Samurai Girl Real bout High School/StarCraft strategy RP thing. Here it is so far.

Strategy Role-Playing Game

Story:
A Crusade is going to be taking place within the Mines of Moria to wipe all the Goblins from their hiding places and bases so that it is made safe again for the Dwarves and all other United Creatures.
Under the command of the tough yet charismatic Heir to Sauron, Noel, and his assistant, Paxdroca, one of the returning Xel'Naga, with the cooperation of General Commander Yamamoto, Head Captain of the Soul Society Seireitei and the Gotei 13; King Eragorn, High King of New Gondor; and the Great King Gareth Battlehorn, King of the Dwarves, they plan to launch a crusade to wipe out all the goblin scum and make Moria a safe haven once more for all travelers near and far.

Rules:
Each side's players will start with a set amount of resources for military purposes and a separate army and navy cap. Defenders have a resource, army and navy bonus for having conquered the area.
Crusaders:
Resource Count: 100000000000 (No Bonus to start with)
Army Cap: 100000 (No Bonus to start with)
Navy Cap: 50000 (No Bonus to start with)
Defenders:
Resource Count: 100000000000+Bonus of 10000000=100001000000
Army Cap: 100000+Bonus of 50000=150000
Navy Cap: 50000+Bonus of 25000=75000
Each side is able to use their starting resources to buy their starting armies and navies.
Both Sides:
Small Army and Navy=100000 Resources (1/4 of Army and Navy Caps)
Medium Army and Navy=10000000 Resources (1/2 of Army and Navy Caps)
Large Army and Navy=100000000 Resources (¾ of Army and Navy Caps)
A set amount of resources is for military upgrades and provisions. Defenders get a discount off these prices for being the defenders.

Once neither side's players can buy upgrades or forces, players on each side will be given control of what kind of army and/or navy size that the side had brought. Every player save one must have the exact size army and/or navy for the game to start.
Those players given control of an army and/or navy are given the title of either General or Admiral, depending on which type of military force they were given control of.
One player will stay at HQ as the Commander of Battle Tactics. This person must be chosen by the other players on his side in a majority vote. All plans must be OK'd through both Commanders before a battle begins.
Once a General or Admiral is chosen, they have the choice of having a selection of other new players to command small portions of their army or navy in battle to make it more tactical and strategic gameplay.
A battle will commence when a Commander of a certain part of Moria declares war upon a certain section of the level that he is Commander of. Once the enemy Commander has acknowledged the declaration of war upon that sector of the level, players will have a 5-post (each) grace period to prepare for the onslaught. Once the grace period is ended for all players participating, no more preparations may be made.
Rules of the battle are as follows:
No godmodding. Both players locked in battle must acknowledge each other's moves, strikes, and losses.
When a force commanded by a player loses, they must pull out for a two-page period before coming back with reinforcements to continue the battle. (Note: A single player can only return a minimum of 7 times before considered truly defeated)
When all players on one side are done, the other team is the victor, and the realm that they were battling in is handed over to them automatically.
Crusaders will win the crusade when:
All Goblin forces and Goblin-allied forces are exterminated.
They control all points of battle.
The Goblin King is in custody. (Optional Objective)
Defenders will drive the opponent out when:
All enemy forces are exterminated.
They regain whatever points of battle they lost before the RP reaches its 15th page.
All enemy Heroes are dead. (Optional)
