Webcam hosting?
I was wondering... are there sites that can take pictures from a webcam every few seconds/minutes and save them as a .jpg file for people to view?

You mean from webcams already out there, or from one connected to your computer?
If the latter, there's one for the Mac called evocam which I use. I'm quite sure there are PC equivalents.
If the former, any scriptable browser will work.
