Before Christmas, my computer's CPU Usage always stayed at 0. Occasionally, it went up to maybe 5% at most.
After I installed my 80gb HDD and DVD-+rw drive, the CPU usage has been very unstable and stays at 100% all of the time.
I look at the processes to find the program responsible for this, but all of the numbers for every program are just jumping up to very high numbers.
Does this have anything to do with my new hard drive and/or dvd-rw drive?
Are there any solutions?

Did you check all your connections? A bad data connection might cause these symptoms if there's recurrent ATA soft errors. Try reseating the cables.

Also, expect the CPU to reach 100% when you're burning a DVD.
CPU reaching 100% isn't a problem in most cases (such as playing games, very common to get 100% usage there), it's when the load gets too high that becomes problematic. Just try not to do too many intensive things at once.
If you're idling and it still reaches such usage then do check for cable connections.

I figured out the problem.
After trying reaseating the cables, Windows wouldn't start.
it got worse and worse until the monitor wouldn't even turn on when I turned on the computer.
when I reset the bios, everything worked including windows. AND the cpu usage was normal again.
I must've set something in the bios without noticing. Either that, or my sister's may have been playing around in there.

how would setting the cables make the monitor not turn on? You can turn on a monitor without it being connected to a computer...

no no, my computer -eventually- started doing that. When I first reseated the cables, windows wouldn't start.
The problem worstened until finally the monitor wouldn't turn on.
It's fixed now that I reset the bios, though.
