Yes, it is by Rumiko Takahashi. She's done Urusei Yatsura, Mermaid's Scar, Inuyasha, Ranma 1/2, Maison Ikkoku...
Anyway, going back on topic...
Maison Ikkoku is about a ronin (guy who hasn't gotten into college), Godai, living in an apartment with the most irritating neighbors you can imagine. He's all set to move out, when a beautiful new caretaker, Kyoko Otanashi, moves in. He instantly falls in love with her, but the problem is she's recently widowed, and later in the series he has a rival for her hand (her tennis coach, Mitaka).
This only applies to the anime, mind you (sorry, never read the manga).
Mrs. Ichinose is a drunk. So is Akemi, and she walks around in a nightgown most of the time (only in the first few episodes, she starts wearing more clothing later in the series). There's a little bit of swearing, but not too much or too harsh. No violence, other than goofy cartoony violence.
I like the series, personally, though the only problem I have with it is, why is Godai so obsessed with Kyoko? I personally think Kozue is much nicer and cuter (an old school friend of Godai's who shows up not too far into the show).
But that's just me, I guess, and it wouldn't make for a very interesting series if he did pick Kozue, would it?
